The first victim was shot in Hartford around 12:30 a.m., Sunday, in the area of 675 Wethersfield Ave.

In a separate event just miles away, two men were killed during a shooting at around 1:55 a.m., Sunday, in the area of 82 Sterling St., said Lt. Aaron Boisvert of the Hartford Police.

During the first shooting, Jordan Phipps, age 24, of Bloomfield, was found when Hartford Police responded to a Shotspotter notification on Wethersfield Ave., Boisvert said.

When officers arrived, they found Phipps unresponsive and he was pronounced dead on the scene. While, investigating, a second victim arrived at Hartford Hospital, suffering from multiple gunshot wounds. His injuries are described as non-life-threatening.

While working on the killing of Phipps, additional officers responded to Sterling St., on a second Shotspotter notification in which two victims were located with multiple gunshot wounds, Boisvert said.

One of the victims, William Tisdol, age 23, of Hartford, was unresponsive on scene and was pronounced dead, Boisvert said. The second victim, identified as Hakeem Dickson, age 27, of Hartford, was transported to St. Francis Hospital, where he died.

During the course of the investigation of the first shooting of Phipps, suspect information was developed. Probable cause was established and an arrest warrant was drafted and approved by a judge of the superior court, charging Chan Williams-Bey, age 27, of Hartford, with the murder, Boisvert said. Williams-Bey was located at a residence on Pratt Street and was taken into custody by members of the Hartford Police Violent Crimes Unit and Fugitive Task Force without incident.

He is being held on a $5 million bond.

The investigation remains active and ongoing for the second two murders. Anyone with any information regarding the case is asked to call the HPD Tip Line at 860-722-TIPS (8477).
